Prime Minister Burnham’s proposed plans do not mean you won't have to use your home to pay for care.
While his vision for a new NHS-style National Care Service aims to eliminate means-testing for "personal care" (such as help with washing, dressing, and living independently), it specifically excludes standard residential care "bed and board" costs.
An official government update explicitly confirms that under the proposal, existing means- testing for residential care accommodation will strictly remain in place, meaning your property will still be factored into financial assessments for long-term residential care stays.

Free Personal Care Only: The proposed National Care Service models itself closely after the system in Scotland. It ensures that personal care itself is free at the point of use based on need, but it does not cover the costs of living in a residential care facility.
